Abstract


Since the foundation of the People’s of China, a nation-monopolized curriculum decision-making power is broken into the current triply shared by the country, the local government and the schools. The three-level curriculum decision-making of our country is a outcome of new curriculum reform, it changed pure centralization of curriculum decision-making. School-based curriculum decision-making was consequent on curriculum reform, part of the curriculum decision-making power and responsibilities assigned to the school, the school to make decisions based on the school of practical situation. School-based curriculum decision-making is a democratic decision-making system, staff of associated with curriculum should be participate in school-based curriculum decision-making who are principals, teachers, students, parents and community representatives, curriculum experts and so on. But the real curriculum decision-making power belong to school leaders, other staff can’t properly participate in school-based curriculum decision-making, they can’t adequately and effectively to play their role. This thesis analyzes the power of elementary education, the distribution form of curriculum decision-making, partition and reflects of educational power in school-based curriculum decision-making, expound on school–based curriculum construction rationale, decision-making strategic, organization and procedure of Gezhi High School of Shanghai, analyze the problems and their causes, put forward reform proposal.The thesis consists of six chapters:The first chapter is the introduction. It illustrates the research background, defines the related concepts, briefly surveys the related domestic and international research in school-based curriculum decision-making, and clarifies the goal, significance, contents and methods of the research.The second and three chapters proceed from elementary education power and curriculum decision-making analyze to nature and type of education power, education power decentralization, the distribution of longitudinal of education power in political fields, curriculum decision-making centralization, curriculum decision-making decentralization, curriculum decision-making autonomization, school-based curriculum decision-making is the embodiment of the education power decentralization.The four chapter, namely”division and reflect of School-based curriculum decision-making power”, It briefly surveys principal’s leading power, teacher’s dominant power, student’s subject power in school and parent’s participation power, community’s discourse power, curriculum expert’s guidance power .The five chapter, namely“due to Gezhi High School of Shanghai study school-based curriculum decision-making”.It introduces curriculum rationale and structure of Gezhi High School of Shanghai, analyzes the school-based curriculum decision-making measures and organization and procedure .The six chapter, namely”school-based curriculum decision-making problems and reform proposal in Gezhi High School of Shanghai”. It analyzes the school-based curriculum decision-making problems and their causes, put forward reform proposal.
