Abstract


This coupled with modernity , globalization , cybernetics and other perspectives , risk society as the main theoretical framework , the negative impact of science and technology to achieve from the hazard analysis to risk analysis across. Article first reviews the theoretical concepts of science and technology and building relationships discussed on the basis of the social role of science and technology as well as social issues, and a brief summary of the social function of science and technology as well as the historical process of Science and Technology. Then , the article a risk perspective guideline outlines the context of globalization of risk and risk of social problems , in this section focuses on the science and technology of the four sources of risk , technology risk characteristics and technology risk in the military, environment, life , politics and so the field of culture and performance. After this, the article explores the technology risk of internal and external dynamic mechanism , including the proliferation of technology risk and allocation problems , including speed and scope of the former , trust and acquiescence three questions , the latter mainly including the allocation of universality and diversity of two problems. Last post on technological risk prevention and control are discussed in the summary of the basic principles of science and technology policies and procedures based on the combination of risk associated with the main technology proposed ethical prevention and control, prevention and control policies and the prevention and control of public opinion three levels of recommendations .
