Abstract


The 21st century is the era of knowledge economy , science and technology is the core of the knowledge-based economy , science and technology are primary productive forces \Along with the development of economic globalization , technological revolution driven by the pressure of market competition increases, countries and regions to promote economic growth , improve the overall strength of the target in the first place . In today's era , precisely determine the overall strength of the scientific and technological innovation capability . Scientific and technological innovation has become the core driving force of the engine of the economic growth of a region . Although Hebei Province is the largest province of the country 's population and economy , but the level of technological development and innovation capacity is still relatively low, is not able to meet the requirements of the rapid economic development in Hebei Province , one of the factors constraining the pace of economic development in Hebei Province . How through the development of strategic foothold on the scientific and technological innovation , how to correctly understand the status and impact factors of scientific and technological innovation capacity in Hebei Province , do a good job in all aspects of scientific and technological innovation in order to promote scientific and technological progress and economic development in Hebei Province , which is our must seriously consider and study the problem . Based on the theoretical research is related to scientific and technological innovation , to take the analysis, synthesis , contrast , analysis of the current situation and problems of technological innovation in Hebei Province . Hebei Province scientific and technological innovation capacity gradually enhance the momentum from the vertical perspective , but horizontal comparison innovative capacity is not enough , there are still insufficient government financial input , scientific and technological achievements into poor , technological innovation is not the problem . Then use the software of Eviews econometric analysis method , select the output value of the technology industry , the number of scientific and technological activities , and technology expenditures , RD Internal Expenditures , policy variables , a series of empirical studies , analysis of scientific and technological innovation capacity and labor inputs , capital the relationship between the input and policy . Finally, the impact of scientific and technological innovation factors derived from the results of the overall analysis of the status quo and empirical analysis , analysis of each variable on the impact of scientific and technological innovation capacity . On the promotion of technological innovation in Hebei Province practical , targeted measures .
