Abstract


Since the enacting of the Higher Education Law, especially with the establishment of the socialist market economy, China’s institutions of higher learning are changing from traditional education units to independent corporate entities, and the external environment and internal conditions are undergoing a fundamental change as well. In the new situation, on the one hand, colleges and universities are facing an unprecedented opportunity for development; on the other hand, they are also confronted with financial constraints for insufficient financial investment of the government and inefficient operations for a long time, etc. This requires the colleges and universities should lawfully manage finance on their own, strengthen financial management and improve the efficiency of fund utilization so as to promote the operation and management of higher education, which are of great practical significance for ensuring economic development and technological progress of our country.In thesis, we first describe the current situation of the efficiency of fund utilization of China’s colleges and universities, and then set up an evaluating index system on the basis of deep analysis of the main factors of the performance for spending the funds. Secondly, model C2R and BC2 are applied to evaluate the use benefit of funds of the selected colleges and universities, and their overall efficiency and pure technical efficiency are obtained respectively. Thirdly, provides an overview of the evaluation results of the two models, analyzes and discusses the scale efficiency of each college and university, and then identifies the issues and causes of the performance for spending the funds, and then offers corresponding suggestions for improvement. Finally, by introducing the ideal decision unit, we overcome the shortcoming of the traditional DEA method by which only the relative validity of each evaluated decision unit could be obtained, and further more, solve the sequencing problem of evaluating the use benefit of funds in each sample college and university.In this paper, we mainly employ the method of principal component analysis to reduce dimensions in the complex index system, and then apply the data envelopment analysis (DEA) to conduct effectiveness evaluation on the use benefit of funds of the selected 24 colleges and universities. In indicator analysis and model solution, SPSS, linear programming model software Lindo6.0 and economic software Deap2.1 are mainly applied.
