Abstract


In the 21 st century, the scale of migrant workers continues to expand. They have become the main force of the urban construction and modern industrial development, and have made tremendous contributions to the prosperity development of the city. However, due to their special status, migrant workers are becoming huge scale and the particular social group which can not be ignored by the city increasingly, becoming the city’s "marginal people". It’s difficult for them to enjoy the city’s equal treatment, and they don’t benefit in employment, work, social security, especially because they have been denied outside the social security system for a long time and the resulting has caused many problems and contradictions, all these have caused great concern of the social communities. The Seventeenth Congress proposed to establish integrate urban and rural areas of the Social Security System, but to establish the institutional system is one of the most difficulties to solve the social security of the huge number migrant workers. How to build and improve the social security system and to protect migrant workers’legitimate social rights, it is not only to protect the basic rights of migrant workers and to achieve the needs of social justice, but also to achieve the important measure of the long-term development of Chinese social security system, especially is to improve Chinese urbanization and to construct the harmonious society of the topic of righteousness.With all the social communities concern about the migrant workers’endowment issues in a high degree, the related researches of migrant workers’endowment insurance system has become more and more, and the results are significant. Many scholars not only analysised from theoretical points of viewing multi-dimensionally systematically, but also made a lot of policy recommendations and specific solutions from practical points of establishing and improving of the endowment system of migrant workers, and even some economically developed regions and coastal cities have also begun to explore and establish the migrant workers’endowment system which is fitted to them. This paper learns on the basis of previous studies, in the background that migrant workers’social securities are inadequate in the process of Chinese industrialization development and modernization. And reviews some of the research literatures and theoretical results about social security rights and endowment insurance for migrant workers firstly, then summarizes on the main ideas of endowment insurance of migrant workers. By defining the concept of migrant workers, thinks that migrant workers are these parts of the group who transit from the farmers to urban workers in the process of urbanization and industrialization. So we can’t belong them to farmers because of their household registration, neither identified them as workers because of their professional relationship. Then analysis the adaptability between migrant workers with rural endowment insurance system in our country and the endowment insurance system of town workers, concluding that these two social endowment insurance systems are not suitable for this special group of migrant workers, and then explore to discuss the difficulties of solving the endowment insurance of migrant workers from the endowment insurance system itself, enterprises, governments and other many perspectives, at last combined with the three typical pattern on endowment insurance system of migrant workers, on the basis of comparing and analysising of the merits and demerits of these models, proposes that we should establish an independent endowment insurance system for migrant workers according to their particularity, and provides concrete theoretical proposals to the independent pension insurance system of the migrant workers.
