Abstract


With the world's population increases , the process of industrialization growing dependence on natural resources and the ecological environment to withstand the enormous pressure . Inevitably meet human - effective , convenient lifestyle while on the surrounding environment pollution , pollution-free lifestyle has been unable to achieve . Environmental pollution occurred in the life of modern production is maximum tolerance , but the serious pollution incidents and malignant pollution accidents hit the bottom line of human survival environment requirements can not be accepted by the public , people are prone to discontent . If pollution damage caused can not get timely and effective solution , this anxiety is likely to translate into the factors affecting social stability . In the process of looking for environmental pollution damages , countries gradually formed a consensus that pollution environmental pollution liability insurance is an effective means to solve the problem . China launched the environmental pollution liability insurance is relatively late , but already in the pilot provinces and cities across the country . The author used the comparison and conclusion on the environmental liability insurance abroad study , combined with our existing environmental pollution liability insurance for analysis , that the lack of environmental pollution liability insurance institutionalized , no corresponding supporting laws and regulations in line with China's need to build national conditions and environmental pollution liability insurance system . Environmental pollution liability insurance system in China can take the combined mode of mandatory environmental liability insurance , and any environmental pollution liability insurance , system and adapt establish premium rates and insurance claims . Environmental pollution compulsory liability insurance is the production and management of hazardous substances and plant business in environmentally sensitive areas must be insured , any environmental pollution liability insurance to take the insurance fund model , in addition to the mandatory environmental liability insurance must be insured coverage to any insurance environment pollution liability insurance , other enterprises voluntary insurance mandatory liability insurance , and environmental pollution serve to provide funding for environmental protection support and compensate for environmental pollution claims .
