Guan Zhou Bank is an individual corporation hold by Guangzhou Government. It has experienced a hard course of development from City Credit Union, Cooperative Bank, City Commercial Bank and Regional Stock Bank. For neglect of operation risk, Guangzhou Bank arise many illegal cases in the period of Credit Union and Cooperative Bank. Many big criminal cases happened in each bank and sub bank. This bad influence, big sum of money involved, various means of committing, and the severity of crime shocked us and provides some revealing. These cases not only bring bad reputation to Guangzhou Bank, but also cause serious respond, such as weaken integrity of Mid-Small sized bank, oppugn effectiveness of supervision department. Therefore, How to control operation risk is the problem Guangzhou Blan k’s supervisor faced now and in the days to come. Build up an effective management mechanism to control and prevent operation risk is of great practical significance to guarantee legal and stable development to Guangzhou Blank and others.This context begins on definition and evolvement of commercial bank’s operation risk to analyze some cased happened before in accordance of relevant document from The Basel Committee on Banking Supervision. It gives some suggestion and measures to the operation risk management of Guangzhou Bank from internal control and external supervision. It also designed an operation risk management system to provide institutional insurance and technique support to Guangzhou Bank.
