Abstract


The Chinese Government takes energy-conservation as a basic state policy, and as the one of the major economic province, Shandong pay enough attention to Energy-conservation and already set a target. However, merely a policy target is not enough; we need good policy instruments to make the target carries out. Policy instruments directly related to the policy implementation targets. This Paper selected the use of Energy-conservation policy Instruments in Shandong province as the research object. Firstly, it introduces the generalization of energy saving in Shandong province, and highlighted the achievement, point out some existing problem at the same time. Then this paper respectively research of three types of policy instruments, including command-control type, market-regulation type and educational-guide type. Through material analysis and data analysis, it found various problems in the policy instruments using process. In the last part, combining with the analysis above, this paper put forward directional policy suggestions. The suggestions are trying to construct a framework to enhance the guidance function of policy tools, and promote the energy-conservation work smoothly.
