Abstract

Inner Mongolia Autonomous Region landforms Mongolian plateau as the main body, mainly composed of a variety of terrain from the high plains, mountains, hills and basins. This complex and diverse geographical environment nurtured over 2300 kinds of wild plants and 200 species of wildlife, including many rare animals and plants with high economic value and medicinal value, there are many unique plants and animals of temperate grassland endangered. Wild Fauna and Flora is an integral part of the natural ecological environment, is an important part of the maintenance of the ecological system. Protection of wildlife resources in Inner Mongolia Inner Mongolia region's economy can not only promote economic development, especially in pastoral areas, and more importantly, can improve the overall ecological environment in Northwest China. Therefore, protection, development and rational use of wildlife resources in Inner Mongolia, the maintenance of ecological balance and improve the natural environment, and to promote sustainable socio-economic development is of great significance with the rapid economic development of Inner Mongolia, excessive use of wildlife resources, The occupation of the habitat of the wild animals and plants is widespread, resulting in the sharp drop in number of wild flora and fauna of the Inner Mongolia region, some rare wild animals and plants threatened with extinction, and how the harmony between humans and wild animals and plants has become an urgent problem. From the practical experience of domestic as well as foreign, national mandatory law has a very important and irreplaceable role in protection of wild animals and plants, to use legal means to protect the wildlife resources has become an international trend. The idea of ??protection of wildlife resources in Inner Mongolia has a long history, as early as in the ancient existing laws on the protection of wild animals and plants. Since the founding of New China, regardless of national legislation in the Inner Mongolia autonomous legislative work has been great progress and achieved great results, but in reality, no matter wildlife resources protection legislation or specific legal regime exists some problem, making the protection of wildlife resources of Inner Mongolia and there is no obvious progress. This article by the analysis of the problems in the protection of wildlife resources in Inner Mongolia difficulties as well as relevant legislation and system settings, learn from international and domestic, wild plants protection legislation on the basis of ethnic characteristics, combined with the Inner Mongolia Autonomous Region, explore suggestions for improvement of the legal system of protection of wild plants of the Inner Mongolia region. First Inner Mongolia overview of wildlife resources management system and protection of wild flora and fauna of the Inner Mongolia region in the concept, economic and management system in the face opportunities and challenges, and Inner Mongolia from ancient to modern Wildlife Resources Conservation analyzed the relevant legal framework, based on analysis of the differences of philosophy and foreign protection of wildlife resources, the lack of relevant legislation as well as specific system defects; Finally, existing the introduction of the concept of progressive legislation, legislation to strengthen the high-speed up the recommendations of the wildlife resources the Local Autonomy characteristics legislation, and want to be able to contribute to the protection of wildlife resources of Inner Mongolia, the perfection of the legal system, to promote the development of the cause of wildlife protection in Inner Mongolia .
