Abstract


Carbon emissions trading as a response to climate change in a specific environment, economic policy , and its essence is the greenhouse gas emissions rights definition of property rights , the use of market mechanisms to achieve carbon emission reductions , the major significance to lead the development of a low-carbon economy . Carbon emissions trading has been a large - scale practice , especially in the European Union and the United States , the effectiveness is quite significant , not only can effectively reduce the level of carbon emissions , also played a role to stimulate economic development and the promotion of technological innovation , and improve employment . The carbon emissions trading in the European Union and the United States , practical experience shows that the carbon emissions trading success is built on the legal definition of property rights , the rational allocation of initial weight , based on sound market mechanism and strict monitoring and management . Face -increasing international pressure to reduce emissions , China has been active in taking action , but because of many reasons , especially in the absence of the law , making China 's carbon emissions trading also face a variety of obstacles , from a real play carbon emissions the functionality of the trading mechanism , there is still a considerable gap. Take full advantage of a good opportunity for the international carbon emissions trading plan for China 's domestic carbon market is a beneficial exploration and unavoidable initiatives . In view of this , should focus on build our carbon emissions \the design of the trading market , the progressive realization of emission reduction from voluntary to mandatory transition to promote the development of a slow but huge potential carbon emissions trading steady .
