Abstract


At present, there is a considerable gap in overall level of animal epidemic prevention between China and developed countries. It faces four problems including animal diseases, drug residues, animal safety and export difficulties. With the rapid development of aquaculture, animal disease prevention and control becomes more and more difficult. It has been serious impact on the development of the aquaculture industry and public health security. Our grass-roots animal epidemic prevention team is the basis of animal disease prevention and control system. It plays a very important role in guarantying the safety of animal health and quality of livestock and poultry product. In this paper, employing agricultural extension method, applying public health and public policy and administrative theory, the basic situation of veterinary epidemic prevention management system have been systematically explored. From the veterinary management system, regulatory standards and technical support system, the paper compares the difference between the international veterinary quarantine system and our current system. The management system, work system, law enforcement system and support system of the grass-roots animal epidemic prevention in Jinxian county, especially for the age level of technical personnel, education and technical titles have been conducted a survey and analysis. Accordingly, it can understand the common problem in management system of grass-roots animal epidemic prevention. Under the laws of market economy and requirements of WTO rules, the basic recommendation has been offered by in improving the management system of animal epidemic prevention: (1) to strengthen organizational leadership and establish the longterm mechanism; (2) to break the personnel system and increasing fund input; (3) to strengthen the team-building and raise the quality of practitioners; (4) to enhance the awareness of prevention and improve disease prevention facilities.
