Abstract


With the rapid development of electronic government affairs, due to the original mode of government affairs work produced very big change, e-government tend to face form the legal issues, and the problem of insufficient blind construction and drivers. To solve these problems should be on mainly from three aspects: one is to perfect the organization construction in order to solve the problem of inadequate protection of the organization; 2 it is to confirm the legal status of administrative subject, standardize e-government electronic signature application, determine the procedure legitimacy provides the legal basis for the development of e-government; 3 it is through the specification and to promote standard formulation and implementation, system construction, operation management, financial security, electronic government affairs, supervision and evaluation, processes the several aspects to solve the shortage problem of blind construction and impetus. By study of these aspects, to build up e-government legislation regulation theory system, service for development e-government under the rule of law.
