Abstract


Since the 1970s , in the execution of punishment -oriented social thought , the Western countries try to use more effective , more humane , more civilized way to treat and deal with crime and criminals , on penalty enforcement regime constantly innovate and reform , after half a century of continuous improvement and development of a new way of punishment and treatment patterns emerge and get criminals maturing ---- Community Correction System . Community Correction System gradually become the preferred solution for the rehabilitation of offenders , and achieved good social effects , the current use of community correction system increasing number of criminals . Community Corrections , execution of punishment reform is an important element . Community Correction in both theory and practice level or international level have conformed to the trend of execution . Community Correction pilot took the lead in 2002 in Shanghai started the pilot provinces ( city ) especially the first national pilot six provinces ( city ) , according to the Ministry of Public Security , the Supreme People 's Procuratorate, the Supreme People's Court , the Ministry of Justice in the \carry out community correction notice \In practice, exploration, a prominent question is: Community Corrections how to solve the problem of employment promotion ? Community Corrections to live and work in their favor to return to society , reducing recidivism motivation in maintaining normal social order and people's lives and property safety play important role. In this paper, Ruian City Community Corrections institutional framework for the study, the analysis of Ruian City Community Corrections employment status , the difficulties and problems , based on the perspective from the social capital that seeks to promote the employment of Community Corrections ways and institutional framework , trying to in the framework of the existing system makes the Community Corrections employment promotion work more with guidance and operability.
