Hearing system, originally produced in western developed countries, is widely used as a kind of public participation system in the world. Our country began to establish the hearing system in the late 1980s, and introduced it to the field of government price decisions in the end of 1990s in China. Hearing system of government price decisions corresponds to democratization of the development trend in modern legal society, and its development and improvement also reflects progress of which our government administrative mode in the transformation, and it not only provides a platform for public participation in government administration, but also promotes a certain extent, our government decision-making of price more scientific and normative.In recent years, the hearing system of government price decisions in the level of legislation and practice are obtained further development, but increasingly exposes its drawbacks when it is running because of the short time for setting up this system in our country. According to analysis government price hearing system on the development and legal norms and operation, the thesis shows its defects on narrow scope of price hearing, imperfectneutral position of the participants, incomplete election mechanism of the representative, inequal informations between consumers and managers, unreasonable operational procedures of price hearing, uncertain effectiveness of hearing motes and lack of effective supervision and relief. There are some reasons that the price hearing system is still in the initial stage, the conception of government in the hearing procedures and civil rights lag behind, price decisions might be misunderstood by citizens, the gap between people’s ideals and governments’present reality is exist, the contradiction between the diversity of public demand and the uniqueness of government price decisions is exist, liability scheme of government is short of and social force grow slowly.In order to realizing its value and achieving its function, we need to strengthen the price hearing theory, and also continue to exploration and perfection of practice. According to the current development and these actual conditions, I recommend to choose the objectives model of equal rights and efficiency, which not only safeguard citizens’ the right to know and participation rights, but also enhance government administrative efficiency. At the same time, the specific measures can be proposed in order to perfecting the hearing system of government price decisions, such as expanding the scope of price hearing, ensuring the participants’ neutral status, making rules for election mechanism of the representative, setting up the opening of government information, completing operational procedures of price hearing, establishing files exclusive system, strengthening the regulation and monitoring and related relief way. So that, hearing system of government price decisions can be more developed, and the civil rights for hearing can be come true satisfactorily, and the initial goal of hearing system of government price decisions can be make it.This thesis adopts Empirical Analysis Method. Through collecting and preparing relevant living examples of price hearing in our country, we can understand details of the government implementation, analysis reasons by finding out the mainly question to price hearing system, and propose the countermeasures in accordance with actual situation.
