Abstract


Corruption is a common phenomenon in human society, since the human society, along with the emergence of power grow. Today, corruption has become a stumbling block to the normal and orderly development of the world's political, is the focus of attention of all countries in the world and the need to solve the problem. This end, governments are actively engaged in the study of the problem of corruption, anti-corruption as a major issue is related to the fate of the nation. As the ruling Communist Party of China has always been know how to build a corruption of the importance of government in the early days, the burgeoning corruption, and lead the people in a vigorous anti-corruption struggle, and have achieved remarkable results, creating a rare in the history of China's Corruption Perceptions regime. From a historical perspective, the use of the Marxist scientific methods, from the early days of the historical background, the performance and causes of the corruption, the strengthening of the Communist Party of clean government measures taken by Review Honest course, summarize the early days of clean government achievements and historical experience, to provide a reference for the current clean government. The full text is divided into three parts: the first part is to introduce the early days of the historical background. After the founding of New China, for various reasons, and the party in government agencies, national staff are the breeding ground for different levels of corruption. In this paper, from the environment and changes in the status of the ruling party, the old retained personnel, the number of party members soared, new low quality of party members and the imperfections of the system analysis of four aspects of the early days of the corruption reasons. The third part, conscientiously sum up the historical experience of the early days of government. The main lessons are: strengthening of good governance must be based on ideological and political education; strengthening of good governance must be a system in order to ensure: the strengthening of good governance must establish and improve the supervision mechanism; strengthening of good governance must rely on the masses, follow the mass line; strengthening of good governance must be leading cadres attaches great importance to the leading officials; strengthening of good governance must strictly enforce the law, and severely punish corrupt elements.
