Abstract


The so-called government procurement is the procurement which is organized by government departments or statutory bodies to meet the public needs and the needs of the normal operation of the government. The government procurement is an item of special government function. It is executed by means of market economy within the laws and policies. As it is still at the early developing period in our country, its imple- mentation standard, the efficiency and the transparency need to be enhanced urgently. In order to impetus government procurement development., Chinese government has brought the Electronic Government Procurement into the reform plan,This paper makes fully research and investigation in the actual applied fields and analyzes all kinds of Electronic Government purchasing from different aspects and gives general introduction and detailed design about the system. With specific exam- ples of Linshui County Government,based on the complete comparison and analysis of present software platform framework and combined J2EE system structure with its applied usage among the instrument, this paper states the systematic software structure , systematic function pattern composition and systematic technological route.According to final analysis and design to realize all pattern functions of Electronic Government purchasing system, the adopted method is to analyze and design the software project to seal and pack the service logic and then to operate it in the middle layer to store and draw the data and make logic operation and interface independent. Thereby it will bring all government being into the administration orbit, and make the relate various role in the government purchases and entire technological process having caught in a net an associate.This system is based on J2EE platform and uses the latest struts2 , hibernate and spring framework which has good stability, opening, flexibility, security adopt the au- xiliary government procurement business treatment of the computer to solve govern- ment amount of purchase heavy and the problems of involving a wide range of knowledge. And the system is totally based on B/S structural design which is usable, popularize and fully reflected the open, fair, just the thought of government procurement.
