Abstract


With the development of video coding and network technology, the video application based on internee transmission has been developed greatly. Difference with the storage oriented video coding, the network oriented video coding must consider the heterogeneous issue of the network and the diversity of the terminal devices. The research target of video coding has been shifted from a pure compression viewpoint to designing a coding system that allows efficient transmission. The main target of scalable video coding is to generate bitstream with spatial, temporal and SNR scalability, the Scalable video coding produces bitstreams decodable at different qualities, frame rates, resolutions and even complexities, and hence is regarded as a promising video coding scheme in the Internet scenario, its core idea has been accepted by several international video standards.Based on basic theory and international standards in video coding field, the paper summarize the researches and developments of Scalable Video Coding and Decoding, and introduce the basic concept of temporal scalability, spatial scalability and SNR scalability, studies the scalable video coding extension scheme of H.264.The major contributions of this thesis are detailed as follows:1). Improve the spatial scalability technique based on DCT domain. Regular spatial scalability is achieved by up and down sampling and the DCT domain technique can avoid the complex took by the sampling. The spatial scalability technique based on DCT domain take advantage of the different properties of the DCT coefficients. How the DCT coefficients affect the different spatial video was researched, and then the importance between difference DCT coefficients is calculated and used in the spatial scalability technique based on DCT domain. Combination with other scalability technique, fully Scalable Video Coding was completed.2).The Rate-distortion theory is used in the paper in order to achieve the scalable video selection. The Variable bit rate is one of the principal advantages of the Scalable Video Coding, scalable video application system choice appropriate code stream, pack them and transmit. Rate control is the most important algorithm of scalable video application system and stream selection is the major content of the rate control. Information theory and rate-distortion theory are the base of video compression. The distortion of discarding part of scalable video stream is analyzed, and achieve scalable video selection by using the rate-distortion method.3).In order to extract the required stream quickly, this paper uses the video trace file system. Video trace file is an indicator of the video file. After we get the information of the channel parameters and the demand of terminals, scan the video trace file and get the information of the stream need to be transmitted, transmit the video stream according to the stream information.Finally,this paper bring about the result by VC programming, and test the performance of the system by simulation of network environment and video terminal.
