Abstract


In public finance field, the nation obtains fiscal revenue from market as a social and economic manager and then expends those fiscal revenue on public services and products in order to maintain stable operation of government, national security, social order and social development. The government conducts public management as a representative of nation and consequently certain management fees occur. The expansion of government’s economic functions leads to the leviathan of government bureaucracy. Our government pays one of the most public expenses in the world. However certain public expenditures like travelling, touring and entertaining fees which come from public budget have occupied a large amount of public financial resource and have become one of the most disgustful behaviors of government.The author takes how to control public management and financial expense in our nation as research object. Based on the definition of the control of public expenditure (including management expense and financial expense), the principal-agent theory in politics, information asymmetry game theory in management and budget outlays control theory in financial management, the author points out that the lose control of management and financial expenditure in our nation behaves in three forms:the lose control of budget, accomplishment and supervision. Further the author indicates the main reason of those lose of control is expansionary public expenditure, lack of related legal system and lack of supervision.Grounded on above opinions, in this research the author summarizes three countermeasures to deal with the situation of public expenditure in our nation. The first way is to strengthen the budget control of public expenditure including standardizing, decision-making and approving area. Secondly government should strengthen the accomplishment control which mainly covers execution, process, adjustment and final control aspects. At last the author suggests it would be necessary to strengthen the supervision control of public expenditure. Those supervision should come from fiscal, approving, legal department and the organization which is expending those financial revenue. The author hopes this research could provide academic support to increase efficiency of public expenditure control in our nation.
