Abstract


From an international point of view,along with the continuous adjustment of global economic structure and the ceaseless deepening of social division of la-bour, modern service industry presents the trend of fast development and the e-conomy in developed countries transforms to a service economy. At home,many regions have also made many relative policies,based on their local reality,to ex-plore the path of the development of modern service industry actively. Shandong Province should also conform to the trend of economic development and acceler-ate the development of modern service industry, occupying the commanding heights of economic development in the future,so as to continuously enhance its competitiveness.The research object of this paper is modern service industry in Shandong Province;based on the modern service industry and its related theories,this pa-per deeply study the trend of the development, competitiveness, existing prob-lems and reasons of modern service industry in Shandong Province,and put for-ward some suggestions for acceleratting the development of modern service in-dustry in the future. In addition to the introduction,the text analyzes from four parts.In the introduction,the paper analyzes the international and domestic con-text of the development of modern service industry,and describes the practical significance of developing modern service industry in Shandong Province. Mean-while, after summarizing the research achievements about the development of modern service industry at home and abroad the paper determines the research methods, research ideas and research program.The first part is the modern service industry and its theoretical analysis which is the research base of the full text. This paper argues that the modern service industry is the general designation of the new format of service industry in the process of its development and is the new forms of service industry after booming in the industrialization. This paper summarizes the characteristics of modern service industry as the times characteristics,spatial agglomeration char-acteristics, cultural characteristics and features of ecological value;and this pa-per also summarizes the law of the development of modern service industry,for example,law of relying on the elements,law of industrial integration,law of e-volution of the internal structure of service industry,law of synchronous devel-opment of services industry and urbanization and so on. The summary and refi-ning of these characteristics and laws are new views about modern service in-dustry in the article. In the second and third part,combined with related data of the development of modern service industry, the paper argues that the service industry in Shandong has maintained rapid growth for many years and the de-velopment of the modern service industry has shown a good momentum, which mainly displays in that modern service industry scale expands gradually and the development speeds; the total amount of investment increases significantly; the structure of investment tends to multiple,etc. In order to further study the de-velopment of modern service industry in Shandong Province, this paper conducts positive analysis on the competitiveness. After identifying the competitiveness index of modern service industry, based on the combination of factor analysis and statistical software spss,this paper obtains three factors of the level of com-petitiveness (basic factor, human capital factor, power factor) and the corre-sponding weight. On this basis,the paper builds a model of evaluating the com-petitiveness of modern service industry. After further analyze, and compared with Jiangsu, Zhejiang, Guangdong, Shanghai, the score of competitiveness in Shandong Province is the lowest,which indicates that there are still many prob-lems in the development of modern service industry in Shandong.The positive analysis on the development of modern service industry in Shandong Province is a new attempt in this article. Through this approach the research on the development of modern service industry in Shandong Province is more objective and comparable. This paper argues that there are many problems on the development of modern service industry in Shandong. For example, the proportion of modern service industry in the services industry is low; structure is irrational and development between the industries is unbalanced;service trade development lags behind. The main reasons for these problems are recognization not in place,relative lack of capital investment, lack of high-end talent, level of urbanization lags behind and so on.In the fourth section,this paper argues that for accelerating the develop-ment of modern service industry in Shandong Province,it is necessary not only to follow the general rules of the development of modern service industry, but also to integrate with provincial situation and learn the advanced experience of other provinces or municipalities. To speed up the development of modern serv-ice industry of shandong province, this paper puts forward eight specific coun-termeasures and suggestions, which include further emancipate the mind, fully understand the significance of the development of modern service industry;focus on the development of producer services and accelerate the development of in-dustrial convergence; speed up the upgrading of traditional service industries, enhance the weight of modern service industry; increase investment and make capital play a role in promoting the development of modern service industry; consummate the personnel training system and provide intellectual support for the development of modern service industry; accelerate to foster a number of modern service enterprises and enterprise groups with strong competitiveness; accelerate the market reforms of related areas and streamline the system and mechanism of development of modern service industry;further enhance the level of opening up and enhance international competitiveness of modern service in-dustry and so on.
