Abstract

"Village Tourism" first appeared into the research and vision of the Western anthropologist as early as 1960s which came into the view of the domestic scholars in the nineties of last century. In 1995 before and after, the National Tourism Administration advocated village tourism from the national policy level in the ethnic minority areas. Weekend system was implemented in 1997, and tourism golden week system was put into practice in 1999, then there was the promotion of the year of the rural tourism, which has made the village tourism to develop rapidly in the ethnic minority areas. In July 2009, the state introduced the "National Development Program for the Rural Tourism", which implement the "Quadrillion Project of Rural Tourism "in China to strive the number of rural tourism to 771 million by 2015. In December 2009, the State Council promulgated the "views on accelerating the development of tourism", which promote the tourism industry of minority villages to develop faster. The Ministry of Agriculture and the State Tourism Bureau signed a cooperation framework agreement and they organized jointly the series of leisure agriculture and rural tourism activities as the theme of "National Tour Village Happily" in every year, which have brought a broader space for the development of village tourism in the ethnic minority areas.There have been many related problems at the same time in the rapid development of village tourism, such as the unfair distribution of benefits, the challenge of sustainable development of tourism and so on. In this context, the thesis draws some relevant conclusions according to my survey data:In China some ethnic minority villages have no way out of agricultural production. The mode of production needs transformation urgently. Many ethnic villages have rich tourist resources, which is an effective way for them to take the road of development of tourism to achieve production and transformation and national development of economy. At this stage, the local villagers can not afford to develop tourism on their own, which get the national development of tourism only by the government policy help, funding and technology supports, etc. But most of the local government funds came from the foreign tourism enterprises. Once these enterprises were involved, the interests of local villagers would be more severely affected. There are many problems in the national tourism development which has lost the local support. Therefore the tourism industry in the minority villages has the way to sustainable tourism development only by the local population to participate in and benefit from the main subject, which is also an effective means to solute local people’s livelihood.This paper is divided into three parts altogether.The first part specifies the reason for the paper topics, significance and the relevant theories, introducing the domestic and international researches on the national tourism in villages and elaborating the idea of paper, the main point of view, the process of investigation and the research methods.The second part is the body of the paper, including five aspects (from the second chapter to the sixth chapter):The second chapter describes the specific basic profiles of Turfan and the status of the development of tourism, history, rise and fall of the Ancient City of Gaochang. The third chapter describes the overall layout of the site, the overview of tourist spots open to visitors and the current conservation status of Ancient City of Gaochang. The fourth chapter elaborates the related systems of the process in the establishment, perfection and the role of the village. The fifth chapter describes the local changes of the economic life by using the method of contrast from the horizontal and vertical aspects. The sixth chapter discusses the different cultural change between the two part villagers in tourism development with the same method.The seventh chapter introduces the current plight of the tourism industry in the Gucheng Village and its background The third part is the conclusion part. The conclusion of this paper is that the development of tourism in ethnic minority villages is the important way to promote the development of the ethnic areas. The local villagers need the supports of the government policies at the same time that they need to improve the management level and service level of their own. The development of national tourism industry should take the path of participatory development. It is the sustainable development for the local minority masses who are involved in the local tour development. It is the right way that the national tourism must be based on the local miorities.
