Abstract


Chamber of commerce is one of the most important NGOs in China and the government has attached great importance on it. Since 1990s, a lot of non-local Rui’an chambers of commerce have been set up around China and Rui’an Chamber of Commerce in Shaoxing is one of them. This paper will study Rui’an Chamber of Commerce in Shaoxing, adopting such methods as literature study, talks, research and case study.Rui’an Chamber in Shaoxing has developed into an important communication association among Rui’an merchants in Shaoxing, Shaoxing government and all social sectors. It has helped Rui’an merchants with keeping in touch with each other, sharing information, protecting rights and interests, financing, and economy and investment cooperation among different regions. On the other hand, it has also revealed some problems in the process of developing, such as inadequate service capacity, incomprehensive working mechanism, infrequent communication, inappropriate internal regulation, and insufficient attention to cultural construction. Such problems are related to the chambers itself as well as the external system and environment. Backward laws and regulations, tardy shifting in government functions, too frequent changes in government institutions, and differences in policies among regions are the main constraints for further development of Rui’an chambers. Based on these problems and constraints, after consulting related literatures and summarizing my own work experiences, I will give policy suggestions to promote further development of Rui’an chamber of commerce, such as improving laws and regulations to provide system assurance, enhancing cultivation and direction to improve policy treatment, perfecting structure to improve chamber’s quality, regulating chamber functions to upgrade services and strengthening cultural construction to build good image.
