Abstract


With socio-economic development, adverse impacts on natural environment become more serious. The problem of marine and coastal ecosystem health and ecological security are more obvious. The traditional approaches for environmental management focused on the short-term and economic benefits are hard to resolve increased global environment problems and large scale marine environment problems. This thesis uses new kinds of managing approach, that is, ecosystem-based approach and regional approach, aiming to develop the research of institution and mechanism of ecosystem-based regional governance, and based on the study of theory and practiceto design a effective governance model——Ecosystem-based Regional OceanGovernance (EBROG) to push marine and coastal management towards sustainable development.This dissertation combined the theory and practice of ecosystem-based management, and used multidisciplinary approaches including environmental science, ecological science, resources science, oceanography, geography, economics, and policy science to set up the framework and Regime of ecosystem-based regional ocean governance, and then applied into case study. The main results are as follows.(1)On the analysis of contents, principles and practice of Ecosystem-based Management and concept, connotation, content of regional marine, bring out Ecosystem-based Regional Ocean Governance including two meanings, one is to put Ecosystem-based Management into marine management, the other is to use regional cooperation to manage the marine.(2) According to the practice based on ecosystem and the experience in the ocean environmental management, the paper probed 7 rules and framework in EBROG, in order to offer the guidance for the development of the regime and mechanism for EBROG.(3) Based on the analysis of present situation and abuse of marine management institution and mechanism, researched the institution and mechanism of EBROG, and discussed how to establish the institution and mechanism of EBROG according to the political, social, and economic background of our country, then puts forward two management model such as regional marine integrated management.(4) Take Qiulong River Basin and the nearly Xiamen bay as example, summarized and analyzed the comprehensive treatment from institution setting, function partition, and assessment of the control result, pointed the present problem of the Qiulong River Basin management institution, put forward the related suggestion of the Xiamen-bay and Qiulong River Basin Regional Ocean Governance through analogism method and combine the practice and experience of the regional marine management domestic and abroad.
