Abstract


With the development of the social, the urbanization process of China is obviously accelerated, the mileage and area of urban roads go up year by year, the reconstruction amount of traffic projects in cities is increasing constantly. But the phenomenon exists in reality that the reconstruction result do not coincide the policy anticipation. And it influences the progress of the urban construction, reduces government’s prestige and brings on the society’s unstability.Take city traffic projects reconstruction for example. There are three defects. Firstly, the united reconstruction regime is adopted and it is not perfect. So, when it directs the city traffic projects reconstruction, there are some unadaptable places. A large amount of operating programs need to be detailed; Secondly, a city traffic project is a commonweal project. Based on the mode of the guidance price, the government cannot offer a higher compensation standard. However, people’s protection awareness for the right of their private property and law concept has been strengthened. So some litigations happened resently. Finally, in the management of the traffic projects reconstruction, the government’s behavior still need to be ameliorated, and a scientific, impartial and effective reconstruction regime of municipal mrojects in cities should be set up.This thesis focuses on the reconstruction related to commonweal traffic projects. A compatibility between the reconstruction laws and policies and the municipal projects was researched theoretically. And the essence of the interaction among benefit bodies was illustrated with the method of game theory. This thesis provided theoretical support for the government to establish reasonable polices and promote reconstruction carried out scientifically. The main contents of the thesis could be shown as follows:(1) Laws and policies research. A compatibility between the reconstruction laws and policies and the municipal projects was analysed. According to the existing problems the solving suggestions were expounded;(2) Compensation regime research. The essential relationship of reconstruction compensation was analysed with the method of game theory. And based on the comparison between the marketing evaluation mode and the government direction evaluation mode, the solving suggestions were expounded.(3) Reconstruction management research. The connotation of reconstruction management and the reconstruction benefit was analysed. A model was developed with the method of game theory to reveal the leaks in the reconstruction management. And the solving suggestions were expounded.
