The Study on Planning and Layout of Satellite Towns of Xi’an Metropolis

Abstract


When the big city runs to a certain phase,some urban problems have arised seriously such as overpopulation、traffic jam、facilities shortage and environment pollution. So the old city cannot catch up with the development. The expansion of big city influences the suburb,one of it’s trends is formatting some satellite towns around the big city.Based on the describing the theory and rules of satellite town, and summarizing the experience and lecture of native and foreign firstly,this article puts forwards that with the changing strategy of metropolitan regions and the shifting of satellite town functions,many satellite towns are faced with new development opportunities,and also present many new development trends:new core in the region reconstruction,strategic implement to shape competition capacity,urban renaissance,sustainable new community. After that,this article compares domestic satellite towns construction with foreign construction from mechanism、location environment、construction process、effects and mother town question.And then through studying on the macroscopic background,analyzing the construction of Xi’an with related statistical dates,this article considers that it is necessary for Xi’an to construct satellite towns,and have the foundation to construct satellite towns. On the basis of analyzing the mater plan of Xi’an,this article points out that surrounding clusters and satellite towns in the mater plan of Xi’an are not always entirely appropriate,and the central district and core district are not always entirely suitable.At last,according to establishing the models of the distance optimizing,economic linking and perimeter urban industry basic to analyze many cities surrounding Xi’an,this article points out that reasonable level satellite towns system should be built around Xi’an and satellite towns development pattern should be formed,which includes“one primary-center、one vice-center、six surrounding clusters、seven satellite towns and six new towns”. In the detail , Xi’an District is the primary-center , Xianyang District is the vice-center ,Hongqing-Tianwang、Xinzhu、Weiqu-Guodu、Wangsi、Jingwei Industrial District and Jingyang Industrial District are surrounding clusters, Yinzhen、Lintong、Huxian、Lantian、Jingyang、Sanyuan and Gaoling are satellite towns,Yanliang、Xingping、Liquan、Yangling、 Weinan District and Tongchuan New District are new towns. Besides planing satellite towns,some towns should be planned as key major towns.Furthermore, this article puts forwards the strategy for urban development of primary-center、vice-center、surrounding clusters、satellite towns and new towns, and some development emphases .
