Food safety is an important part of EU polity and economy, and it has been combined with EU laws and regulations. The food chain system of“from farm to table”plays an active role in protecting consumers health and environmental protection in a high level, and at the same time, it become technical barriers to trade to other countries. Maximal residue level of pesticide (MRLs) is the most popular form of this barriers China faces in food export, and it has influenced Chinese food export greatly.Reference of developed countries’experience in food safety laws and management, has important meaning in guiding Chinese food safety work. Since the foundation of EU, food safety has been greatly considered. In 1997, EU issued“THE GENERAL PRINCIPLES OF FOOD LAW IN THE EUROPEAN UNION--Commission Green Paper”, and the work frame of food safety management was put forward firstly; in 2000, EU issued“WHITE PAPER ON FOOD SAFETY”, food safety was ascertained as an goal of food management, and the“white paper”became a basic guidance of perfecting food safety law system and government organizations in the member states; in 2002 EU“general principles and requirements of food law--REGULATION (EC) No 178/2002”took effect, and at the same time, a series of food safety regulations was made. At present, EU food safety laws consist of animal nutrition, labeling and nutrition, biotechnology, novel food, chemical safety, biological safety, etc. At the same time, EU issued relative regulations and directives, to assure the safety of“from farm to table”. Research on the frame of the laws system is the basic work in directing food export to EU. The regulations of pesticide residue of EU is on the basis of directive 91/414/EEC, which was corrected and perfected later. On 14 Mar. 2003, EU commission issued 2003/0052(COD), which is an official document on pesticide residue of plant origin and animal origin food. The management method in this directive, has great effect on the pesticide residue management to EU and other countries. For example, in the“positive list system”carried by Japan on 29 May. 2006, the adoption of“uniform limit”has referred to the soul of 2003/0052(COD) regulation. The management method of EU, has great meaning to China.
