Abstract


Since the founding of the Federation of Industry and Commerce, it is the product of the state and society common behavior. Its character, which is a kind of people’s organization consisting of all types of industrialists and businessmen, ascertains its political guidance, unity, education functions in the organization running course for private enterprise owners (specially the representatives). From the organizational boundaries, has not only some Non-governmental organizations’ characteristics, but also shows some features of the people’s organizations, civil society organizations. From the perspective of the united front theory, the Federation of Industry and Commerce is the people’s organizations and chambers of commerce organizations with united front, economic, civil character leaded by the Chinese Communist Party, the main body of which is the non-public ownership enterprises and the non-public economic sectors. its dual property of political and economic nature mainly expresses political integration in the organization running course.Since reform and opening up, along with economic development, China’s social structure is changing constantly, one of which remarkable performance was the appearance of the new social class. Along with the new social stratum’s growing strong and national positive contribution, they receive the Party and the national value and the approval more and more. But after correctly positioning the stratum, how to achieve the increasingly strong political aspirations through the reasonable way is the problem that the ruling party must face. Therefore, the united front in the new era has been given a more vital role as an important way to respond to this change. Since the founding of the nation, the Federation of Industry and Commerce in non-public economic various developmental periods has brought into play the help, transformation and unity, guidance and clear positioning function and so on, among which not become an important bridge and link between the party and government and the non-public economic groups but also experienced the adjustment compatible with social development. Facing the new reality of social development, adequately exerting the political integration effect of the Federation of Industry and Commerce should properly handle political and economic relations in the general situation of strengthening the overall work of the united front, and the precondition is correctly understand the current phenomenon, such as excessive administration, the illegibility bonudary of the Chinese Communist Party and the Federation of Industry and Commerce, the weak social relation, and so on. The Federation of Industry and Commerce should qualify the service objects and contents, enhance the serving capacity for the community, make sure the political orientation, put the organizational connection in order, strengthen social contact and improve self-innovation and organizational capability mechanism to bring into play the political integration and enhance working efficiency.
