Abstract


It’s very valuable to establish a long-term mechanism of quality assurance of higher vocational education for solving the equity between grades in higher vocational schools. Firstly, the author elaborates that there are three fluctuations of quality in the process of developing higher vocational education in China by analyzing the historical materials of higher vocational education from 1912 to 2005.The three fluctuation of quality appeared during the War of Resistance against Japan, the Great Proletarian Cultural Revolution and the expansion in higher education, while the highest amplitude of fluctuation was in 1949—1980, in which the education quality fell in the lowest trough in 1970. The causes of the fluctuation of quality is the unsteadiness in educational policy、the college’s orientation is inaccurate and the insufficiency in education fund devotion. The war was an important factor but wasn’t analyzed in this thesis.Secondly, the author expatiates on the content of CQAF, the process of accreditation of IIQ and the long-term mechanism of quality assurance in the higher vocational education system in Australia, Germany and Britain by reading many interrelated articles and downloading and translating the materials on web such as ENQA, EQ, AUQA, QAA and so on. Then, the author found that the activities in education agency overseas are spontaneous, the contents focus on the service quality, the ways are accreditation, evaluation, and questionnaire in quality assurance mechanism, moreover, the education agencies take more attention on the satisfaction among students.Finally, the author begins with evaluation index system in vocational education evaluation based on the equity theory in education and refers to the fluctuation of quality in China and the successful experiences of foreign education agencies, applies the ISO9000 quality management and TQM theory to the aspects of macro decision, fund devotion, quality control, renovation of curriculum, the assurance of students’ right and the alarm of quality in order to put forward some suggestions on setting up long-term mechanism of quality assurance of higher vocational education.
