Abstract


With the gradual implementation of China's college enrollment, higher education cost-sharing system and eventually established, the national student loan problem has been the earnest attention of the community and the general public. Since the 1999 national student loan policy, the relevant government departments have been kept groping improvement, strive to balance the interests of all parties subject relationship, to ensure the smooth progress of the national student loan policy. However, it should be clearly seen that this policy has played a certain role to alleviate the economic pressures of the poor students and to ensure equal opportunities in education, but many loopholes in the implementation process and gradually surfaced, constraints of the health of the national student loan policy for sustainable development. The more prominent issues, such as the contradiction of the policy objectives and mode of operation of the commercial credit crunch led to the bank refused loans, loan demand; policies across the board, without regard to geographical differences, inter-school differences and individual differences, lack of flexibility; result of credit students lack of credit or economic distress weakness repayment of loan recovery rate is low, which restricts the virtuous cycle of development of the national student loans, and so on. The neighboring countries of Japan, the history of the student loan system established, experienced its Yuying Club \I believe that through study and compare the Japanese student loan system, and learn from each other, can we play a very good reference. Therefore, this paper aims to comprehensive exposition of the background of the Sino-Japanese national student loan system, development process, development status, system contents and compare to find out the other side can learn from to improve the country's national co- school loan system to provide a reference model. This paper is divided into five parts. The first chapter is an introduction on the purpose of this study and prior studies, research framework, research methods and innovations. Chapter II: The paper discusses the background of China's national student loan system, the course of development and the current presence of major problems. Chapter: conduct a detailed study of the student loan system in Japan, including the Japanese scale of the development of higher education, university tuition and student loan policy and regulations, the implementation of the status quo. Chapter 4: our national student loan system to compare the loan with the Japan Student Services Organization. Chapter 5: focuses on how to learn from the successful experience of the Japanese student loans mode, improve our current national student loan system. This is the focus of this article chapter. I believe that we can refer to the Japan Student Services Organization (formerly Yuying will \; specific reasons, multi-pronged approach to improve the loan recovery rate; loan amount, repayment period to change the current system of one size fits all, take full account of regional differences and individual differences, increase flexibility; improve the national student loan laws .
