Abstract


Since the 1997 reform of rural credit cooperatives , with the reform efforts to increase and broaden the context of the reform of the potential contradictions and problems \The high proportion and large amounts of bad loans , a serious impact on the development of rural credit cooperatives . How to reduce the huge non-performing loans of rural credit cooperatives, rural finance work has become an important issue . This article draws on the domestic and international financial risk management theory , analysis of the status quo and causes of non-performing assets of A Rural Credit Cooperatives , for the balance of non-performing loans and the high non - performing loan ratio of its existence , the guiding ideology and basic principles of design in accordance with the risk control credit union loan management process , design a viable non-performing loan risk control system . The system consists of a good lending review , and strictly control the associated corporate lending , strengthen post-loan management , and the establishment of risk transfer mechanisms of four parts . In addition , this paper also proposed supporting A non-performing loans of rural credit cooperatives risk control measures , primarily related to employee team building , performance evaluation and pay systems , construction of information technology and corporate culture construction , risk control system to ensure more effective control risk. In this research process , the main use of research methods empirical analysis , chart analysis and case analysis . The biggest innovation of this paper is on the set of risk transfer mechanisms , not only the introduction of the insurance mechanism proposed credit unions should cooperate with enterprises engaged in financial leasing , in order to achieve the goal of circumvention and transfer risk .
