Abstract


Thailand, Malaysia, Indonesia, the Philippines Shikoku SMEs in the last 30 years has developed rapidly, but it is also facing difficulties in financing the global problem of shortage of funds has become a constraining countries a major obstacle to the development of SMEs . To this end, four ASEAN countries according to their economic and social development characteristics , has developed and constantly improved crafting SME financing and development policies , to some extent alleviate the financing difficulties of SMEs . Author attempts to explore their practice in SME financing , the achievements and problems in order to improve the financing difficulties of SMEs helpful . In this paper, signed by the relevant research results at home and abroad on the basis of the four countries from ASEAN SME development history and current situation , the use of more detailed data on the national SME financing , characteristics of the analysis, and further pointed out that small and medium- the performance of corporate financing difficulties and Its Causes . Explore the four ASEAN governments to promote SME financing the various measures taken by the observation of the effectiveness of their operations , the government's institutional arrangements are briefly evaluated. This ultimate end in four ASEAN countries learn from China's SME financing , the four ASEAN countries by summarizing the experiences and lessons of SME financing , access to solve the financing difficulties of SMEs useful inspiration. Such as : lessons Philippines, Thailand, poor credit guarantee system running the lessons , the paper pointed out that the establishment of credit guarantee system in the process , to adhere to market-oriented mode of operation, while the government with reasonable assurance that the bank's risk -sharing ratio ; government issued small corporate finance promotion programs , the specialized agencies have implemented measures to monitor and evaluate , or even the best program will only remain in the file : According to the Indonesian microfinance experience of successful operation , China's small and medium financial institutions in the form of organization should be designed closer to the small and medium enterprises .
