Abstract

Since the reform and opening-up for 30 years, our nation’s road passenger transport industry has developed rapidly, having brought active effect in satisfying people’s transport need and economy development. However, that development is satisfied only with quantity, at present, the quality of transportation service can not be satisfied, road passenger transport need to improve the service quality and enterprise image. But those improvement can’t be separated from an effective examining and evaluating system to guide the development of the industry, as a basis to macro-controlling and microcosmic governing.Based on this purpose, firstly, the dissertation clearly defined the reality needs of building up the examining and evaluating system for the quality reputation of road passenger enterprise, from the aspects of opportunities and challenges. Then briefly analyzed and introduced the available examining and evaluating system of road transport enterprises in both home and abroad, having provided certain useful value to the research of this dissertation. Secondly, after expounding the concept of quality, service quality, and transporting product quality and the theory of consumer behavior chooses theory, market malfunction theory, government function, have provided the theory basis to examining, and then brought forward the necessity of developing the examining in the way of road passenger transport estate characteristic, industry current situation and the transform of the governmental function. Thirdly, the dissertation briefly introduced primary contents about road passenger transport enterprises’quality and prestige standing examination and evaluation from the following four aspects: its essence, gist, mode and process. Then the dissertation analyzed the start points how to constitute examination and evaluation, in order to provide scientific, impartial and practical evaluation tool for road passenger transport enterprises. Also, the dissertation aimed to supervise and conduct road passenger transport enterprises in honesty operation and high-quality service based on the“stronger wins and weaker disappears in the selection”competition mechanism and market exiting mechanism. Afterward, the dissertation followed scientific, systemic, dynamic, premonitory and operative disciplines, combined qualitative analysis and quantitative analysis together, and put forward examination and evaluation system on the basis of widely investigation and soliciting ideas. And then, the dissertation analyzed the logical framework of evaluation system and its specific content, and used Analytic Hierarchy Process(AHP)doing quantitative analysis. On the basis of study, the dissertation used an example to confirm the practicality of the evaluation system. The result of example proved its factual effect in practical use. Meanwhile, the dissertation discovered the questions being in evaluation system. Finally, the dissertation put forward the guarantee measures to make sure the examination and evaluation implemented effectively.
