Abstract

In the 21st century, China's reform and opening up has entered a new era of economic development more stable than before, but China's economic development is also facing new challenges. Faced with the new economic situation and China's actual situation of China's economic situation to be interpreted according to the corresponding theory, and in practice it will propose some effective countermeasures is the main content of this article. China is an agricultural population accounts for the majority of countries, more than 13 million people, nearly 900 million distributed in rural areas, therefore, rural development, improvement of living standards of farmers, the Chinese economy continued long-term development, plays an extremely important role. After the reforms, along with the promotion of household contract responsibility system, farmers 'enthusiasm for production to be mobilized, and agricultural production and farmers' standard of living has improved by leaps and bounds, but the productivity of rural China is still in the relatively backward stage, a large part of rural areas is still dependent on the weather, so the supply of public goods in rural areas is particularly important. Meanwhile, the household contract responsibility system family as the unit's decentralized organizational structure, but also increased the farmers' dependence on public goods. Although the supply of public goods in rural areas of agricultural production and the whole China's economic development plays a very important role, but because of lack of financial resources to local governments (especially after the 1994 tax reform), rural public goods supply top-down take into account the needs of those less supply mechanism (farmers) requirements and other reasons, the current rural public goods supply mechanism, there are still serious flaws. In this paper, the reform and opening up in 1978, as the cutoff point, compared to the people's commune period and the reform and opening up of rural public goods supply different analyzes in the implementation of the household contract responsibility system, rural public goods supply facing new situations. Then for 1978-2005 related data analysis, the supply of public goods in rural China the main problems and their causes. A typical combination of foreign countries and supply of public goods in rural areas on the experience and put forward some policy recommendations. This paper studies the difference at home and abroad in two aspects: first, the paper analyzes the supply of public goods in rural areas the main problems, the introduction of economics commission - agent relationship, in order to better illustrate the image of public goods in the supply of top-down system defects. Second, this paper uses a comparative study of many methods, including vertical and horizontal historical comparison of domestic and foreign institutional comparisons and draw a large number of developed, developing rural public goods supply balanced policy experience, in order to make recommendations with article greater viability.
