Abstract


Development Zone as the first area of China's reform and opening up , after 20 years of development , has achieved remarkable results , play an extremely important role in China's economic development . However, with the changes in the domestic and international economic environment and the adjustment of national policy , the development zone is facing major changes . One of the most important thing is to reposition the function and change the management system of the Development Zone of the Development Zone . This paper focuses on the relationship under the new historical conditions, the Chinese Development Zone functional orientation and institutional innovation . First of all from the point of view of logic and history defined the basic connotation zone , combing Development Zone function management system theory to construct the full text of theoretical analysis framework . Secondly, the analysis of the historical process of the development of Chinese Development Zone , to explore Development Zone, the development of the functions of the different stages of the institutional relationship , and analysis of changes in domestic and foreign environmental factors faced by the Chinese Development Zone, as well as the need to change its direction . Again, through the development of Tianjin Binhai New Area instance analysis , and further expand the understanding of the development of new features and a new management system , the New Era Development Zone . On this basis , summarizes the basic trend of the development zone function development in the new period , and put forward a number of recommendations of the institutional innovation of new era Zone Management .
