Abstract


City clusters have become the major form and main platform of urbanization in the world since they have developed so rapidly now days. Correspondingly, the regional administrative corporation mechanism come to rise since the implementation of city cluster strategy proceed to certain extent.Changsha-Zhuzhou-Xiangtan City cluster of Hunan is one of the early agglomerations to practice regional integration in China. With 20-year practice and exploration, it has become part of the National Strategy and is now listed as one of the six National Reform Pilot Zones. With this“golden brand”, it has been better known by the world and has gained privileged position in taking initiatives to test and reform. However, the existing administrative mechanism has long been bottleneck to the substantial integration social-economically and the key is to establish the rational and efficient regional coordination mechanism for the city cluster.The main feature and objective of CZT city cluster, is to coordinate the separate administrative entities and form a compact while supplementary development model of city clusters. The administrative coordination mechanism study should cover how to build the regional administrative coordination mechanism with unity, coordination, simplicity and efficiency, how to promote the coordinated development and regional sharing of key infrastructures, rational layout of industries, the coordinated urban-rural development and economized resources utilization and ecological and environmental protection.Starting from the present situation of CZT city cluster development, by following the string of raise question, analyze question and then solve the question while drawing experiences and lessons from city clusters at home and abroad, this paper carries out a comparatively through study on development of the coordinated administrative mechanism for CZT city cluster.Based on characteristics of CZT city cluster and aiming at the objective of Resources-efficiency and Environment-friendly society development, this paper studies how to establish the administrative coordination mechanism to coordinate various separate administrative entities and form the model of compact structured and functional supplementary city cluster. With the view of public governance and guided by regional economy and other disciplines, the present situation, difficulty in the administrative coordination of the city cluster are analyzed from aspects including plan implementation, infrastructure development, industrial layout and industrial restructuring, urban-rural coordinated development, common market system development and sharing of various social resources. At both theoretical and practical level, the administrative coordination mechanism for CZT city cluster is studied, and policy suggestion is put forward for the administrative coordination mechanism needed by the rapid and sustainable development of CZT city cluster, which may have implication for other city clusters.
