Following with the development of China’s information technology and e-government,e-government means to the relevant functional departments provide services to all levels of government. Especially the power government of information technology is to achieve the information society is an important aspect. As one of four groups of our people power People’s Congress, its level of information is one of the key information for the national authority. Work directly related to the regime, deputies, political, legal, and involves a wide range of heavy workload, a comprehensive understanding of the dynamic work of deputies, deputies at all levels to grasp the overall structure and leadership of the state organs at all levels of composition, continuously improve the level and quality of work of the NPC is to further strengthen and improve the people’s system needs.In order to ensure complete and comprehensive information deputies, deputies must strengthen basic information, the information to perform their duties, appointment, removal and representative elections, on behalf of a proposal such as the unified management of information, standardized treatment, in strict accordance with the law and legal process execution, while the relevant data and information for statistical analysis, master deputies, for the timely detection of problems, provide guidance and make adjustments. Currently, the National People’s Congress live Weifang nine people, there are 67 Provincial People’s Congress, the city has 569 deputies, representing the activities, according to the law proposed a motion, and other work have a lot of information and documentation. Therefore, the use of computers timely, efficient, accurate processing of the data is necessary.The deputies information management system, the actual work is needed to meet the people’s congresses developed. Firstly, this paper analysis the requirements of people’s congress information management system. Secondly, the Object-oriented method is used to do analysis, design and implementation. Based on the J2EE framework and Eclipse tools, the information management system is developed. System design not only focuses on the relative independence of each functional subsystem, but also pays attention to the integrity of the entire system, scalability, security, and easy operation.Through the system construction, this paper provides an effective system for the deputies of the basic information management standards, expand and protect the representatives informed sources. The inadequacy of the system is not fully considering 3G services to the original design. In the future work, we will focus on this problem.
