Abstract

In recent years, with the unceasing development of our country’s agriculture, and the continuous improvement of the residents’ living standard, the issue of food security becomes more and more obvious. As far as these two main links of meat production and circulation are concerned, our country’s degree of organization and normalized management in the area of production is in a relatively low level. For this reason, counterfeit and products of poor quality enter the consumer market, causing the issue of consumer food.Besides, the ineffectiveness of supervisory methods and technology’s implementation are also the very problems which need to be solved comprehensively. Therefore, information-based retroactive system and tracking supervisory system should be built. Thus, for the sake of food security, under the general concern and care of leading cadres at all levels in all directions,personages of all circles and citizens,it’s necessary to make the management work normalized, formalized, systemic and convenient,to use better management mode to lead the right development of food security market.To adopt information-based means to solve the complexity of meat products retroactive chain and to realize the retrospect of food security and the tracking supervision of "quality-assured meat" under all-around supervision,the founding of the system is extremely urgent.First, this article researched the informationization actuality of meat management industry, analyzed the demand of meat regulation, and made demand of the whole systematic development. And then it designed all the structure of system, described the composition of system and the correlation technique of realized system, and did selection towards part of the system software and hardware. The organization indemnity, implementation plan and operational safeguards of system’s process in project formation and implementation are also described. At last it described the achievement and deployment about each part of system. This system introduced an advanced idea—"A matter of a code, object code one, full back" to run through meat products security from beginning to end.It also uses the technology of RFID inside the live pig slaughter enterprise and builds an automatic retroactive system called "breed—process—circulation—consume—supervision".At the same time.the system uses database technology, network techniques.distributed calculations technology to build the data bank of meat products security and traceability and realize the information’s integration.query and supervision, to provide data sources for every aspect of food safety and food sources to achieve food security early warning mechanism. The resulting meat production and marketing of closed-loop production aim at ensuring that quality assured meat products are provided, and ensuring high-quality data exchange between the supply chains, so that the food source tracking is earried out in food industry and full transparency is achieved in the source of the food supply chain.The implementation of the platform has improved means of integrated monitoring business processes on the quality-assured meat, shortened the time that integrated monitoring business processing needs. And meanwhile the governmental image has been improved, so has the transparency of the supervision.Publishing the corporate planning and some related policies online can avoid certain loss for the enterprise investors. Moreover, people could get the real and reliable information from the Internet and the purchase and sale of business online for enterprises and citizens can also be guaranteed. Without wasting large amount of manpower, material and financial resources to collect information, real-time monitoring can be implemented in the market monitoring, and in this way the government departments can get the information of the market monitoring at any time. Once some abnormal fluctuations appear in the market, the information can be reported to the Provincial Government leaders in time to provide the scientific data for the making of the Contingency plans for market. And more abundant information resources can be provided for online Shandong and integrity Shandong.
