Abstract


Rural housing construction is a very important part of New Countryside Construction, and has received high attention from the Party Central Committee and the State Council. The scale of rural housing construction is huge and continuous increase in China, meanwhile, its security problem also has become more obvious. Under the long existence of two-element structure model in our country, the Government put more resources, funds and energy to the city constructions, and ignored the countryside for a long time. At present, they were not specially concluded by research institution and related department that the specific stipulations, essential procedures, statistics and archives management of rural housing construction. People also didn’t pay enough attention to the rural housing construction about the construction types, safety accidents and concrete protection measures. In a word, the available data of rural housing constructions could not accurately reflect the basic safety situation of rural housing construction at present stage.This research studied the current situation of safety in rural housing construction, and overall understudied its basic situation through literature review, statistic analysis of accidents, field investigations, and typical case-study. Simultaneous, the causes of rural housing construction accidents were refined involving the experiences of foreign village construction and safety supervision to the domestic city construction. Based on the experts’consultation and face-to-face interviews, it was made the countermeasures for controlling rural housing construction injuries. The main research contents of this research are below:The study on current situation of safety in rural construction focused on four aspects: a) the requirements of laws and regulations to the rural construction; b) the government management of the rural housing construction; c) the main models of rural constructions, especial the model of peasant self-building houses; d) the cause analysis of frequent rural construction accidents.On the basis of current situation, the research summarized four main problems existed in rural housing construction. They were the lack of laws and regulations, the deficiency of government supervision and service to the rural construction, poor safety consciousness of the peasant to the housing construction, and the confusion situation of rural construction.The study on the countermeasures for controlling rural housing construction accidents focused on four aspects: a) relevant laws and regulations should be made as soon as possible; b) the government should perform supervision duties to the rural housing construction; c) the role of government to rural construction is not only manager but also the serviceman, so the government should provide a series of technical guidance and service; d) the publicity should be strengthened so that the peasants could raise their safety consciousness about the self-building houses.
