Abstract


Safe production is the progress of social civilization and the symbol of a stable development of the construction industry an important guarantee. China at all levels of government has always attached great importance to production safety issue, the authorities concerned to take a lot of corresponding policies and measures to put a lot of manpower, financial and material resources used for security management.However, due to the special nature of construction products, these responses and measures, and can not effectively contain the root of the frequent occurrence of safety incidents, major accidents still occur from time to time, causing heavy casualties and huge economic losses, in this background, to explore suitable for the production of the current security situation in the mode of regulation of the Government is particularly relevant.This paper first expounded China’s construction safety supervision and management of the status quo, from construction safety management laws and regulations, regulatory bodies, in a manner the areas of construction safety supervision and management of existing problems.Then the United States, Britain and Hong Kong construction safety supervision and management model of the comparative study, summed up the experience we can draw on, as construction of China’s construction safety management of important reference. At the same time, use of game theory principles of the competent government agencies and their contractors, as the competent government agencies to formulate a reasonable supervisory policies and strategies laid a theoretical foundation.Finally, from improving the legal system, increase penalties and improve the oversight body to improve regulatory efficiency point of view to strengthen construction safety supervision and management of the construction industry to promote safety in production of countermeasures and suggestions.
