Abstract

There are five parts on talking about public participation in integrated management of water resources, they are as follows:Part one is a brief introduction about the background and sense of studying public participation in integrated management of water resources.Part two is the definition of integrated management of water resources. By studying the definition of management of water resources and summing up some of the general principals on management of water resources, a common understanding is given. Meanwhile, the writer tries to study this topic from various angles to analyze the meaning of‘integrated’---- natural integrated and human integrated. Furthermore, the writer studies the structure of integrated management of water resources. It is considered that from this structure, a balance amongst economic benefits, social equity and sustainable development can be reached.Part three is a study about the connotation and mode of public participation. It contains a general analysis of public participation in integrated management of water resources and its connotation; a study about the idea and effects of management of water resources; a study on the effective mode of public participation which includes: mode‘public events– public participation– policy decision’and mode‘public– middle power– government.Part four is an analysis about public participation of integrated management of water resources in developed countries. By summarizing experience from other countries, we find out people in foreign countries generally approve the management mode of public participation, which is stated by law and implemented. There are three aspects: (1) To issue regulations to ensure the legalness and effectiveness of public participation; (2) To set up special authorities for public participation; (3) To strengthen publicity and education so as to improve public participation.Part five is a comprehensive analysis about public participation in integrated management of water resources in our country from. The analysis contains eight aspects.1. By analyzing the problems currently existed in our country’s water resources management, the writer expounds the necessity of public participation in water resources management.2. By analyzing the systems needed for public participation, including basic systems, procedure systems and supporting systems, the writer discusses the systems and regulations for public participation in public affairs in our own country.3. The writer discusses the current situation of public participation in our country. To do this, the writer evaluates the situation from the survey report about public participation in public affairs, public participation in XiaMen PX events and the positive elements for public participation.4. The writer discusses the concept of public participation in water resources management. In our country, the key to water resources protection is the country development mode. The economic developing mode which emphasize too much on developments is the root for water damage. The government should assume responsibility from this point of view. Now the best point for achieving democracy is to emphasize public participation. Democratic politics and water resources protection together can ensure the public benefits.5. The writer discusses the policies and trends for public participation in water resources management departments. It is considered that the management mode of water resources is changing from the‘government oriented’mode. Our government is trying to find out a solution for more public participation.6. This part is a case study about public participation of management of water resources in our country. By analyzing the‘Nu Jiang water and electricity development’event, the writer thinks that media and internet media freedom is now overcoming some of the defects of our government administration. Even though there’re not enough supported law regulations, through peaceful participation, such problems can be solved and such right protection can also be reached.7. In this part, the writer states the problems and difficulties in public participation of management of water resources from different aspects: the limit of multi-attribute negotiation,public hearing, expert discussion and suggestions collection. Meanwhile, the writer also illustrates some cases as examples.8. There are many problems in public participation of management of water resources in our country, the writer also give some suggestions as follows:(1) Governments of different levels should support public participation in administration.(2) The government should push public participation and expand the citizens’rights.(3) The government should establish laws to ensure public participation.(4) The government should support social organizations to take part in management of water resources.(5) The government should improve public recognition of the importance of water environment protection.(6) The government should solve various problems in the specific pattern.(7) The government should establish environmental public interest litigation system. Generally speaking, the writer believes that public participation is the base for water resources management and development. It is also the key to solve the water resources problems we are now facing. Considering the positive elements brought forth by society and policy changes, we believe that public participation will have a bright future.
