Abstract


Housing System Reform in Mobile Division of CAPF have been carried out for more than twenty years.Although they achive some victories, they face some setback. The housing requirment of Mobile Division personnel especially in outlying area are very diverse. As in the area where Mobile Force state housing construction and Housing System Reform develop slowly, and for Mobile Force to meet the housing demand merely depending on local housing resources is diffcult. Fund support from local government for housing construction is so finity that economic support become a obstacle for housing construction. These stated before determine that the housing supply modes and policies do not fit for outlying Mobile Division. So it is very necessary now for outlying Mobile Division to set up a new system of housing supply thoughts and modes, and to constitue feasible Housing System Reform policies.Basing on the analysis of theory and exmples, this paper attempt to set up a new system of housing supply thoughts and modes, to constitue feasible Housing System Reform policies, and to establish the foundation of Mobile Division housing supply. At present, study on military accomodation support in our country, mainly involve discussing of military socialized accommodation support’s reforming, and support system’s founding and perfecting. Research into the reform mode against the fact of some force has also been made. But there is barely study on theory and practice of accommodation support in outlying area. This paper analyzes the accommodation support in outlying area with social security theory and public product theory, so as to find out optimal thoughts, modes, methods and internal systems.On the basis of theoretical analysis, compounding with institutional changes of force accommodation support and the effect of policy implementation, the common problems as well as individual problems of force accommodation support in Mobile Division of CAPF (such as constitute, housing fund, socialization degree)are discussed thoroughly. The Xth Mobile Division in XinJiang as an example, of which housing supply status, primary problems in existence and thecauses are analyzed anddemonstrated.It makes atransverselycomparative study of themilitary accommodation support in the two countries, American andRussian, and the background and characteristics of“Northeast Pattern”andthe housing support pattern of Guangdong corps of CAPFare also analyzed, hoping thatsomething advisablecan be found forMobile Division of CAPF in outlying area.Principals and thoughts to improve the level of accommodation support will be suggestaccording to the unique feature of housing supply of Mobile Division of CAPF in outlying area; the investment pattern of“Three Combinations”will be put forward as well according to the management status of housing fund collecting. In the finally, on the basis of the analysis stated before, policy proposals in land, fund and socialization for the accommodation support of Mobile Division of CAPF will be provided in this paper.
