Abstract


In recent years, the medical expense unceasing rise, the problem of to see a doctor difficultly, to see a doctor expensively become the hot topic of discussion. The medical expense suddenly increase has become the question which the various countries face together, also has initiated the people to think whether the government expenditure on the inhabitant medical expense is reasonable. At the same time, the excessive medical expense already causes the social security system to face with the huge challenge, so the government should enlarge the finance health disbursement to improve the inhabitant’s living condition. In view of this situation, this article embarks from the Chinese inhabitant’s reality, bases on the Chinese total health expense and the medical expense, analyzes the present situation about the national finance health disbursement, to discuss the influence of the government health disbursement to our country inhabitant medical expense.This article bases on the data from 1999 to 2004 about various provinces and establishes Panel Data model. The result shows, the connection between the increasing rate of the control income per person and the medical health expense account for the gross expense per person is positive in the cities inhabitant, and the influence in the cities is bigger than in the countryside. The connection between the financial health disbursement account for the gross financial disbursement and the medical health expense account for the gross expense per person is negative, moreover, the influence in the countryside is bigger than in the cities. The conclusion is: while develop economy, must enlarge the government health disbursement, specially to the countryside, improve input level, dispose health resource reasonable. At the same time, the excessive medical expense has affected the consumption, increased the precautionary saving. Therefore, the government must speed up the social security system reform, establishes perfect social security system, reduces the precautionary saving. Only then can be advantageous to the economical development and the social stability.Through analysis the influence of government health disbursement to our country inhabitant medical expense, government should improve input level, develop the present medical insurance system, reduce the precautionary saving, promote the economy, and improve people health status and the living condition.
