Abstract


With the establishment of harmonious society and the deepening of the reform, China’s disabled as part of vulnerable groups has become an important concern of social problems. Protection of disabled rights, is our government’s solemn commitment and sacred duty of all mankind to the direction and goals. With the economic and social development, human rights and social security are increasingly disabled by the international community. At present, China is in the primary stage of socialism, the building society entered a period of development, the disabled, although some of the public service system and various appeal and to promote, but the study is relatively small, so the study will help the public service system for people with disabilities to promote a harmonious society. Disabled means the public service system, public sector use of public power, according to the needs of disabled persons, through a variety of mechanisms and modalities of the flexible use for people with disabilities by providing a variety of content and form of public service. And the supply of public services to achieve the formation of the organizational structure and operational mechanism of the sum. Disabled public service system is the government’s public service system, an important part, but also to safeguard the basic rights of people with disabilities, to help people with disabilities to share the results of major economic and social development approach. Attention to people with disabilities in public service. Build a sound public service system for persons with disabilities, protect the lawful rights and interests of people with disabilities, is building a socialist harmonious society, the question of meaning, but also an important modern symbol of social civilization.Thesis based on their work in practice, combined with national development environment, first defined the public service system and people with disabilities to define the meaning of public service system. Second, analysis of public service system for people with disabilities and causes problems, finally made public service system for people with disabilities thinking, this study for the whole society to build disabled public service system for a deeper analysis, which has important theoretical and practical significance.
