Abstract


The seventies of last century, the rise of air transport liberalization reforms in the United States and quickly spread to the international air transport market , which led to a revolution of the International Air Law , some of the traditional aviation law principles, rules , institutions has been a huge challenge . Liberalization of international air transport aviation market countries have a positive impact , but also its potential negative effects . This paper first describes the Chicago Convention system , and then introduced liberal reforms , and analyzes the impact of liberalization on the tradition of the Chicago Convention system , on the basis of thinking about how to improve the Chicago Convention system , in response to the current liberalization challenges , and finally to explore the practice of aviation liberalization in China and the related legislative proposals , concluded that China should seize the opportunities brought about by liberalization , and actively improve the legislative adjustment policies , among the list of air power . This article is divided into a total of four chapters : the first chapter, the legal system under the Chicago Convention established the International Air Transport made ??a roughly summarized , and the Chicago Convention, to be evaluated . The second chapter first introduces the background of the rise of the field of aviation liberalization , then discusses the liberalization of international aviation : the opening up of aviation rights , regional liberalization , open skies agreement , code sharing airline alliance , the last of the free of the impact of the Chicago Convention system . Chapter III of the face of the impact of the liberalization of international aviation , the author analyzes the pros and cons of liberalization on the basis of his views on how to improve the Chicago Convention system , the liberalization process in the common acts of unfair competition also gives countermeasures analysis, and finally also explored the relationship between the aviation trade in services under the Chicago Convention system and the GATS Annex . Chapter based on practice and experience of China 's aviation liberalization , the overall analysis of aviation liberalization , given the revised proposal of the \the reality of the liberalization of air transport needs.
