Abstract


After the Uruguay Round negotiations , in the \However , up to now there is no progress . Safeguards stalled negotiations appears to be too high because the goal is too limited flexibility and existing mechanisms to expect from the GATT to get a solution resulting from these factors . GATS is associated with at least two other different aspects : first, his range has been extended to the elements from the cross-border trade flows ; Secondly, from just a single tariff system developed to allow more use of restrictive measures , including import substitution subsidies . So the question arises , safeguards are not able to play and how to play its due role. Meanwhile, the WTO members lack of interest on this issue , they have been committed in the discussion beyond the MFN and national treatment in the service sectors of additional disciplines on subsidies . The link between the two fields yet to be established . This document is intended to explore the link between the two , and possibly combine the two . Although the types of safeguards GATT applies to trade in services is difficult , however, to allow new commitments obligation to suspend the implementation phase of this transitional arrangements can contribute to better achieve the GATS trade liberalization .
