Abstract


The right to vote is a fundamental right of citizens to participate in political life, is a symbol of a country of democracy. \\The electoral system is not only a key part of the modern democratic state in the political system, it also relates to the legitimacy problem of the constitutionality of state power and power generation. In addition, democratic elections to solve the selection criteria and selection procedures for national authorities to provide the necessary talents, is an important link between citizens and government interaction. With the reform and opening up and socialist market economy continues to improve, the size of China's floating population is rapidly expanding. November 1, 2005, the floating population in China has exceeded 120 million, accounting for 1/10 of the country's total population; March 2008, the number of simply floating population of migrant workers will have more than 200 million people. How to achieve such a large amount and still growing number of groups the right to vote related to the realization of their political rights and economic social and cultural rights relating to our country's democratic political process relating to the construction of political civilization in China, as well as the construction of harmonious society . This paper will realize the necessity and significance of the floating population to vote starting to define the concept of the floating population and the right to vote, combined with the current central deployment of the spirit and the general election around the practice of national county and township people's congresses general election, in the field investigation and , describing the status of the floating population in China the right to vote on the basis of individual interviews to explore the main issues in the implementation of the floating population to vote, and to analyze the cause of the problem. In order to solve the plight of the right to vote of China's floating population, to explore its implementation way, the paper first introduces the main practices of Western countries to achieve the floating population the right to vote, on the basis of the proposed solution: First, there must be constitutional and legal safeguards. First, we must amend the constitution, an explicit representation of the relationship of the identity of electors; Second, it is necessary to amend the electoral law, the protection of the right to vote of the floating population to achieve; to develop unified national Electoral Registration way. Secondly, from the reform to start.
