Abstract


Due to dual economy, in our country, we built the difficult social security system between the city and the countryside. At the present, with the improvement of the urbanization, it is changed very necessary to build the joint rural and urban social security system. Farmer labors are the new constructive factor in the social transformation in China and the corollary of urbanization. As a large especial social colony, because of their special occupations and identities, the farmer labors make great contribution to our cities’modernization, but they face very unfair treatment on job and life. They almost have not any social security as townsmen, for example endowment insurance, medical insurance, industrial injury insurance, unemployment insurance and so on. Their employment, income, living, labor and social security actuality are worried. What seriously, the lack of the farmer labors’social security system will bring great trouble to our society. Building the farmer labors’social security system is imperative under the situation.A research on farmer labors’social security system in the dual economy are divided into six parts. The first section discusses establishing a relatively independent and beneficial rural-urban social security system for the farmer labors in suburban areas. The second section introduces the theories about the social security, specially, the theories and practice about labors’social security. The third section points out the present situation of the dual economy about the farmer labors’social security system from the farmer labors’characteristic, employment, income, labor and life. The fourth and the fifth section are the most important and creative part of the thesis. The fourth section analyses, drawing the conclusion that China farmer labors are in the vacuum of the rural-urban divided dual social security system. The fifth section discuss the problems that we should select when we eliminate the obstructions of dual economy and plan the rural-urban social security system as a whole. The sixth section discusses the countermeasures that we select the farmer labors’social security system under the dual economy. The author also thinks that necessary to clean off the regulation barriers and set up reasonable operating managing mode, creating conditions and mechanism beneficial of the system jointing.
