Abstract


As the earliest talent market in the national level, the talent market of Jinan has experienced more than twenty years’ development. It gets good performance in setting up the talent market system, configuring the region talent resource, supervising the market, and constructing rules of law, etc., however, it doesn’t adapt to the development of the market economy and a big difference exists when compared it with the development status in quo in agency services in and outside China. Therefore, the thesis chose the development of talent market of Jinan as the research topic. The purpose of the research is to construct the adaptive talent market management mechanism to the practical region social and economic development, and provide reference advices when meeting challenges from exotic talent agency organizations for the scientific development of the talent market in Jinan.The thesis uses the method of combining the criterion analysis and the demonstration analysis. The thesis first describes the organization shape, interior organization settings and functions, personal administration pattern, competition status and circumstance of the talent market in Jinan and makes out the basic explanations for such a market. Based on the description above, the thesis discusses the real status and characteristics of the Jinan talent market in the following five items including: the changes appearances of handle official business manner, scientific collocations of personnel, steady raise of the management earning, rapid extensions of the operation range, and the accelerating of legal system processes. The thesis also analyses the problems that the talent market of Jinan faces during the developing phase such as the imperfection of the market system, the distemperedness of service functions, badly insufficient input and so on, which bring influence on the talent work of Jinan.Based on the deep analysis of the development of Jinan’s talent market, the thesis discusses the factors which restrict its development. It points out that the key factors influences the market development of Jinan are the serious crossing functions of the related government departments which obstruct the talent market coming into being, the unclean function orientations which become the bottleneck of restricting the development, the lag of legalize processes and the imperfectness of the rule of law system, the lag of information constructing and low extent of information sharing, the faultiness of service functions and the disunity of standards, the irrationalities of the operation organizations, the further enhancing the personnel quality and so on.Several advances are presented at the end of the thesis on promoting the development of the Jinan’s talent market and listed as follows. In order to realize its fast and healthy development, first break the restrictions on the current management system and rationalize the work relationship including pushing the system reformation of the talent market, dealing with the relationships well, e.g., between the public services and the market services, etc, and setting up uniform manpower resource market system. Second, enhance policy and rules of law and the system constructing, set up good development circumstance, and accelerate the supervision system of the talent market in the city. Finally, speed up informationize constructing, introduce into excellent personnel and consummate service functions on the basis of the interior construction of the talent market.The thesis close combines the real status of the Jinan talent market’s development, deeply analyses and describes the key factors which influence its development. The thesis also proposes the referenced suggestions and advances, which are extremely efficient in pertinence and maneuverability for the future development of the Jinan’s talent market.
