Abstract


The progress of science has acted as the driving force for the rapid development of the society,the economy and the advancement of civilization.When environmental problems and the harm know no national boundaries and become an unavoidable common challenges to the countries around the world,we begin to seek new measures to protect the environment and reduce the environmental risks to achieve harmonious development between people and nature.Environmental risks, environmental pollution,and environmental accidents,together with environmental redressing,environmental damage compensation,and environmental rehabilitation have become issues of great concern for environmental protection.Environmental responsibility insurance,a form of responsibility insurance,by taking the insurer who shoulders responsibility of damage compensation and treatment as the subject matter,is a kind of effective measure to solve environmental damage compensation issue by resorting to social measures.As one of the environmental damage compensation social system,it is helpful for the realization of sustainable development,ensuring the environmental rights and interests for the general public,safeguarding the legal rights for the damaged,and the mature and improvement of the market economy.At present,how to borrow from the international advanced experiences combining consideration of domestic situation,to design system framework and concrete measures of environmental pollution responsibility insurance is of great importance to strengthen environmental risk control,improve civil compensation system on environmental right violation and safeguard the environmental rights and interests of the public.
