Abstract


Since 1985, through the 20-year fast development of venture capital, Beijing City has become a leader of China’s venture capital industry. Meanwhile, Zhongguancun Science and Technology Garden and Beijing Economic and Technology Development Area have been established up well and operated successfully, which proves that Beijing innovative system has stepped into a matured phrase. Beijing as Chinese Capital has a lot of advantages in developing mutual accelerated relationship between venture capital and innovative system, such as high government attention, strong research strength and developed financing market. If Beijing could set up an orderly mutual accelerated system between venture capital and regional innovative system, more remaining civilian capital will be invested into the innovative system and venture capital will bring certain superiority on capital management with the region, as a result, Beijing’s science and technology innovation would have a further development.In this paper, firstly, the theories on regional innovative system and venture capital are studied to analyze the mutual accelerated relationship between venture capital and regional innovative system, where venture capital is taken as a drive of regional innovative system development, and regional innovative system is taken as a development platform or environment of venture capital. A network of mutual accelerated relationship is created in theory, which includes the main operation processes of venture capital and regional innovative system, in order to clarify the direction and path of information flow and cash flow existing in the region. Subsequently, according to the result of theoretical research, Beijing mutual accelerated relationship is studied with the qualitative analysis. Furthermore, two mathematics models are built up to research Beijing current status with quantificational analysis. Through the DEA performance appraisal, the performance of Beijing mutual accelerated system is found out. Besides, in order to study the influence of regional innovative system on venture capital, an evaluation system on venture capital investment environment is created also, according to the divisions of regional innovative systems. Eventually, the weakness and strength of Beijing mutual accelerated relationship will be pointed out and some practicable suggestions on the development of Beijing mutual accelerated relationship are given accordingly in the end.
