Abstract


Along with the peak of population, industrialization and urbanization approach one after another, our country is in the important strategic opportunity time of economic society full scale development, simultaneously also marches into the contradictory time that the resources environment restraint enlarges as the chief feature, the land resource use faced with more and more big space and the environment pressure, the land supply and demand contradiction are prominent day by day. As the cities development and land utilization’s key region, the development zone has played the pivotal role in the promotion economy high speed development, already became the base of industrial upgrading, the area development driver unit and the scientific innovation. But in the land utilization in development zone, it tends to value expanded neglect tapping latent potentialities, and value scale neglect efficiency, and value bring in foreign neglect planning and so on questions still not to obtain the effective addressing. For the guarantee of economic society sustainable development, and improving the land resource support capabilities, the alleviation land supply and demand contradiction, must defer to the scientific development concept and the request of establishing resource conservation society, tries to change the situation of development zone extension and the land extensive use, establishes the pattern of intensive and highly effective land use in development zone. The evaluation of land intensive use in development zone is regarding to control development zone, and promote low efficiency land tapping latent potentialities, raise the land management level, establish the perfect intensive use assessment system and persistent effect mechanism, has important meaning in enhancing land participation macroeconomic regulation and control ability and constructing resource conservation society .This article take the GIS software as the technology platform, uses functions on GIS of data acquisition and edition, information inquiry, database administration, statistical charting, spatial analysis. Unifies the essential data information and the remote sensing (RS) phantom, from the foundation message data’s gain, the target data’s statistical processing, to the establishment of land utilization information database, microscopic appraisal of land intensive use and the establishment of land utilization potential dynamic management system, the GIS application causes the appraisal process fast and the precision is high, and improves the data collection and the analysis mode greatly, enhances the soil evaluation work efficiency. At the same time, GIS and RS will be an inevitable trend of evaluation on land intensive use development day by day.This article choose the factors which influence the development zone land consolidation use, and draw up the related judgment criterion, appraisal land use efficiency, the economic efficiency and the management level of development zone, and reckon land utilization potential, and seek the development zone land most effective use pattern. The objective quota understanding land consolidation use level of development zone, and discusses the economic society factor and the function mechanism which positively influence development zone land intensive use. It can clear limits the subject matter of Chinese development zone land utilization existence, and promotes the management and the level of decision of development zone land intensive use, simultaneously also provide the scientific basis and the correlation technique support of expanding the area verification for the state-level economic development zone.First in the process of Changchun economic technological development zone (CETDZ) land intensive use appraisal, according to the principle of evaluating indicator choice, in the foundation of considering the factors which influence development zone land intensive use, the article has chosen a set of evaluating indicator system, and uses the analytic hierarchy process and experts consultation method to definite target weight, apply composite index multi-objective evaluation model to the land intensive use appraisal to CETDZ, through the above research, after the reckoning and the analysis, determined finally appraisal synthesis of CETDZ land consolidation use is 95.4 points, refers to the value grading standards of CETDZ land intensive use appraisal , The appraisal rank of CETDZ land intensive use appraisal isⅠlevel, namely the land of CETDZ falls short of demand, the land resource has not had the potential or the land resource potential cannot meet the land need in the near future. The reckoning obtains CETDZ land expansion potential is 26.06 hectares, the structure potential is 52.64 hectares, the intensity potential is 43.50 hectares, manage potential is zero. According to CETDZ 2005-2007 construction land supply situation, the computation obtained CETDZ still permissible supply land 0.28 years, the still permissible supply industry land 0.64 years. In the foundation of the intermediate perspective level appraisal to the development zone, this article take the block land as the appraisal object, has constructed the microscopic evaluating indicator system of development zone land intensive use, and establishes the microscopic appraisal database based on ArcGIS, completes above the scale Industrial enterprise’s land intensive level appraisal and the map, has carried on the desk study to the development zone land intensive use microscopic appraisal. Two kind of appraisal’s organic synthesis, achieve both focus on the whole, and begins in the individual, reflected perfectly the condition of development zone land intensive use, has guaranteed the research results value and the usability. Provides the reference for the management to grasp the development zone industrial, simultaneously provide the basis for the national territory department towork out the reasonable plan .
